California gets an F

In a survey conducted by the Kauffman Foundation and Thumbtack.org, small businesses owners were asked to rate their states for business friendliness. Business owners gave California along withHawaii, Vermont, and Rhode Island, an F. New York was given a D grade (click to enlarge):
