It's a paradox: Congress unpopular "despite record"

A Bloomberg News story highlights a conundrum: how could it be that Democrats are unpopular "despite" their "record of legislative achievement that rivals President Lyndon Johnson's `Great Society'":Hat tip: BotW.

A rational reporter would have written that Democrats were unpopular because of their record, not despite it.

PREVIOUSLY on the paradoxes that vex liberal minds:
